Something we have seen in the US acutely, but also elsewhere.
If you need 1 more then 50% to force your choice, then the majority don't have to deliberate with the minority, they just agree with each other and force it through. If you need consensus or near consensus to force your choice, then a minority may block it by voting no without having to deliberate.
Voting without deliberation, and obstinacy do not make for good governance.
How to fix it? No idea.
I use a lateral thinking technique called provocation to prompt my thinking. Put forward an assertion that is not intended to be judged, but to be used to provoke thinking.
This is a provocation. Its pointless criticizing it, instead see if it makes you think of something useful.
PO, before a vote every participant must publish their intended vote and the reasons for their vote. All citizens have twenty for hours to accept or reject their reasoning and may require the member to go back and think again before voting.
